PROCEDURE FOR SUBMITTING APPLICATIONS for certification of welders and welding production specialists


Application procedure:

To gain access to the NAKS EDF system, you must send the details of your company to the email address (indicate “For access to EDF” in the subject line of the message).

In response to your message, we send you a login and password to log into the system.

After receiving the password, you need to go to the website in the “AUTHORIZATION IN EDO NAKS” section.

First of all, fill in the details of your organization in the “Account” section. Please pay attention to filling out your organization’s personal information in the “Account” section. The data will automatically be used to fill out documents.

Next, you need to fill out an application electronically in the NEW PERSONAL ACCOUNT “Personnel Applications”.

After filling out and saving the application, return to the “Personnel Applications” section and send the electronic application to the Certification Center ( Krasnoyarsk: SSR-GATs

) (left-click on the name of the person being certified and in the menu that opens, select “send to AC”).

In order for a center specialist to check your Application, you must send scanned documents to an email address (lists of documents are listed below);

After verification, a completed printed version of the application will be sent to you by email. The application will need to be printed, signed, sealed and provided to us with all the documents.

The certification process can begin only after providing a complete set of documents.

All copies of documents must be certified. The certification mark includes the word “True”, the position of the person who certified the copy, his signature with a transcript, the date of certification of the copy, as well as the seal of the organization.

Types of certification

There are four types of certification for welding employees.

  1. Primary. For employees who do not have permission to weld.
  2. Additional. For employees who want to obtain access to work not specified in the certification certificate.
  3. Periodic. Carried out to extend the validity of documents.
  4. Extraordinary. For welders who have been suspended from work for any reason to obtain a new permit.

Types of certification of welders and certification of welding technologies by NAKS also differ according to the areas of the national economy to which technical devices belong. This can be NGDO (oil and gas production equipment), GO (gas equipment), OKhNVP (equipment for chemical, petrochemical, fire and explosion hazardous industries), KO (boiler equipment) and others. NAKS specialists independently develop methodological materials for the certification of employees who are involved in the installation and repair of NGDO, GO, OHNVP, KO and other equipment. In addition, the procedure for certification of welders and the types of welding work carried out at oil and gas production facilities are regulated by federal and industry regulations of Transneft OJSC. List of documents required for welder certification:

1. Original application, consent to the processing of personal data (filled out by the person to whom the application is submitted) CONSENT_welder;

2. Certificate or extract from the work book confirming work experience in welding;

3. A certified copy of documents on the welder’s qualifications (category, skill level);

Documents confirming qualifications are:

  • a copy of the order (instruction) issued on the basis of the conclusion of the qualification commission of the enterprise before 04/09/2018;
  • a copy of the work book with a record of the assigned qualification (record, for example: Assigned 5th category);
  • a copy of the document on education (issued before 2013), on qualifications (after 2013), education, professional training, issued by an organization carrying out educational activities in the Russian Federation.

Additional Information

At manufacturing enterprises there are employees who cannot be involved in certification. These include:

  • part-time workers;
  • specialists who are hired to work under a short-term employment contract (no more than two years);
  • Young professionals;
  • an employee hired through a competition who has worked for less than one year;
  • a specialist who is currently undergoing advanced training courses.

Unfortunately, not all managers of enterprises and organizations understand that the NAKS certificate is permission to perform welding work and employees are required to have it. Otherwise, the welder cannot perform his duties. This is illegal. Before the certification begins, members of the commission must present an admission - permission to check and examine.

List of documents required for additional certification of a welder:

1. Original application, consent to the processing of personal data (filled out by the person to whom the application is submitted) CONSENT_welder

2. Certificate or extract from the work book confirming work experience in welding;

3. A certified copy of a certificate confirming the qualifications of a welder (category);

4. A certified copy of the welder’s initial certification protocol;

5. Copy of medical certificate;

6. Original certificate with marks on the work of the welder (to be completed every 6 months).

List of documents required for certification of welding production specialists:

1. Original application, consent to the processing of personal data (filled out by the person to whom the application is submitted) CONSENT specialist;

2. A certified copy of the education diploma;

3. A certified copy of the document on retraining for a specialty in welding production with basic technical education;

4. A certificate or extract from the work book confirming work experience in welding indicating the position;

5. A certified copy of the specialist’s certification protocol (for periodic certification);

6. Certified copies of protocols on passing exams according to the Safety Rules of Rostechnadzor (MANDATORY!!!);

7. Color photograph 3 x 4 (1 pc.).

What are the NAKS certification levels?

There are four levels of NAKS. The NAKS Level 1 certificate is obtained by specialists who directly perform the work. With a certificate, a specialist can work on welding any complex structures. Level 2 NAKS certification is carried out to confirm the qualifications of the master. Having passed it, the welder has the right to supervise other welding workers, control their work and give them instructions.

Level 3 NAKS certification is a certification for technologists. This type of inspection is carried out by specialists who are tasked with monitoring welding production at the plant. Finally, level 4 NAKS certification is a test of engineers who can create instructions and other job documents.

List of documents required to renew a welder's certificate:

1. Original application-petition, consent to the processing of personal data CONSENT_welder;

2. A certified copy of the certification protocol;

3. The original certification certificate with marks indicating that there was no break in work for more than 6 months in accordance with the scope of the certification (for a welder of external pipelines made of polymer materials, a break in work is allowed for no more than 6 months);

4. Final certificate certified by the technical control department (control laboratory) and the head of the enterprise, confirming the quality of work performed by the welder for at least the last 6 months, in accordance with the actual work performed in the field of certification distribution specified in the certificate (the documents may include test results of permissible joints);

5. A certificate or extract from the work book confirming work experience in welding indicating the category.

Certification of organizations and enterprises

If the company’s list of services includes welding processes, then the structure itself is also subject to NAKS certification. The purpose of such a check is to confirm or refute the technical capabilities of the company in performing a certain type of work. Specialists check how competently organizational and technological problems are solved; how quality control measures are carried out. And the main task of such monitoring is to confirm the availability of qualified personnel to perform welding work.

It is important that the enterprise has documentation on the technological processes that are used in the production activities of the organization. It represents detailed instructions describing all stages of the welding cycle. As a rule, it is developed by specialized specialists with higher education. The duration of the company inspection by NAKS specialists largely depends on the quality of elaboration of sections of technical documentation. Defects can prolong the verification period and ultimately lead to refusal to issue a certificate.

Specialists of the audited company need to carefully prepare for certification. The NAKS Commission needs to provide the following documents:

  • technological maps of performed operations;
  • a valid agreement with the control laboratory for selective testing of product samples;
  • welder's production instructions;
  • NAKS certificates issued to company specialists;
  • a complete list of equipment and separately that which has already passed NAKS certification;
  • quality certificates for consumables and welding equipment.

During the company certification process, as a rule, the quality of welded joints made by welders of this organization is checked. In this case, it is allowed to resort to various quality control methods, including destructive ones. Welding equipment is also subject to inspection. Subject to compliance with the requirements of regulatory documentation, an appropriate certificate is issued. It is signed by all members of the commission and is valid for four years.

Operated equipment and accessories are checked according to technical parameters. They must be the same as those indicated in the accompanying passport. Deviation of indicators for the worse is grounds for the commission to refuse approval of equipment for welding work. The same is true with consumables. Provided that electrodes or other consumables are produced in large quantities, a certificate is issued with a validity period of three years. If the products are small-scale, then the document is issued for a period of one year. It is mandatory to check the complete set of equipment provided for inspection.

During the inspection, all systems and mechanisms are checked: electronics, mechanics, pneumatics, hydraulics. Testing necessarily includes test welding of two metal workpieces. After this, the quality of the resulting seam is checked and appropriate conclusions are drawn.
