Certification of welding technology by the National Welding Control Agency and the main nuances of the procedure

Certification of welding technology by the National Control Agency is necessary to perform welding work in a high-risk manufacturing plant.

Certification of welding technologies by NAKS is carried out in accordance with the requirements of RD 03-615-03. In accordance with these requirements, the use of uncertified welding technologies in the process of manufacturing, installation, repair and reconstruction of technical devices, equipment and structures at hazardous facilities is not allowed!

What is it for?

As part of this ongoing certification, the welding methods and techniques used by the organization during construction and installation work on various metal structures are checked.

Currently, certification activities in relation to polymer compounds have begun to be introduced quite actively, for example, in relation to the technologies used for polypropylene and similar structures.

Based on the results of the technology certification, an organization that has expressed its desire to undergo this set of measures receives a special document confirming the possibility of using its technologies when carrying out construction welding work.

Let's consider each direction

Certification of welding production specialists (welders) NAKS

A mandatory procedure, the purpose of which is to confirm the special training of welders, including theoretical and practical knowledge and skills that are provided for by NAKS.

As a result, welders receive the right to carry out professional welding activities; if the welder has passed the NAKS certification, then he can work at high-risk facilities.

NAKS welder is a highly qualified, competitive and in-demand specialist who has the right to work at facilities controlled by Rostechnadzor.

Certification of welding equipment

It is carried out in order to check the compliance of the equipment with the declared parameters, and whether it is able to guarantee the reliability and safety of the connections installed for various methods of welding work at the enterprise.

Equipment that has been certified by NAKS allows you to obtain the required quality of welding work in the manufacture, reconstruction, and installation of technical devices used at hazardous and especially hazardous production facilities.

The result of certification is the performance of welding activities on certified NAKS equipment.

Certification of welding technologies NAKS

NAKS certification: directions

Every serious company in the field of work, which includes the reconstruction of buildings and structures, repairs, installation, is required to have a certificate of certified welding technology. Certification of welding technologies by NAKS assumes that the enterprise has all the necessary conditions for welding activities using modern NAKS technology.

Thus, before a company begins welding work at its enterprise, it is imperative to certify the technology by which welding activities will be carried out.

What is being checked

When certifying a welding technology, the National Welding Control Agency checks how a particular technology meets the requirements of several mandatory parameters:

  • requirements of GOST and other control documents , the provisions of which must be applied when carrying out welding production;
  • compliance with safety requirements in order to determine the correct execution of all welding activities, including to eliminate or minimize the risk for welders when implementing such activities;
  • compliance of the selected and certified technology with the conditions of implementation of a specific construction project in order to optimally use human and material resources.

Carrying out technology certification requires, among other things, also carrying out similar measures in relation to the materials and equipment used, since some types of welding work can only be performed on certain equipment.

Existing varieties

There are several types of certification of welding technology NAKS in Moscow. Regardless of the type of production, the following is carried out:

  1. Primary. It is carried out if a new technology has been introduced, or significant adjustments have been made to the work scheme that was used previously.
  2. Periodic certification. It is performed once every few years. Usually the event is held no later than once every four years. The method is used if primary certification was previously carried out and new technologies were not used. Additionally, this method must be used if the certified welding method has not been used for more than one year.
  3. Extraordinary certification. In order for the method to be used, a corresponding order from Gosgortekhnadzor will be required. Usually such checks happen suddenly. Companies will learn about their conduct a couple of days in advance if it becomes known that the company is manufacturing products of poor quality.

Types of certification

The National Welding Control Agency carries out the following types of technology certification:

  • primary _ This type of certification occurs in cases where the organization has not previously carried out production welding processes using this technology. In addition, passing the primary certification complex will be required in cases where, for some reason, the organization, on its own behalf, has made changes to an existing technology;
  • periodic _ This type of certification is used in cases where a previously issued certification certificate for a specific technology expires. As a general rule, the validity of such a certificate does not exceed four years. However, if an organization has not used a particular technology for more than twelve months, then periodic certification of it will be mandatory;
  • extraordinary . Its implementation is possible only on the basis of a specially issued order of Gostekhnadzor. The reason for carrying out such certification is the receipt by the specified body of information that the organization is experiencing a violation of the technologies used, due to which the quality of manufactured products is significantly affected. This type of certification is carried out no later than three days after notifying the organization of such an order. This is due to the fact that such certification is aimed at identifying technology violations.

Types and procedure for technology certification

  1. Primary. It covers new welding technologies developed at the enterprise that have not been used before.
  2. Periodic. It is carried out every five years if the organization intends to continue to use the certified technology in the future.
  3. Extraordinary. Certification is carried out at the direction of authorized supervisory authorities, as well as when gross violations in technology are identified.

Certification is carried out by certification centers accredited by NAKS. Before certification, the organization must submit an application to the nearest certification center with the following attachment:

  • registered and approved production and technical documentation on welding and methods for quality control of welded joints;
  • orders for the appointment of a manager and person responsible for the execution of work;
  • copies of an extract from the Unified State Register of Legal Entities.

The results of technology certification are entered into a unified register on the NAKS website.

Required documents

Certification of the technologies used must be accompanied by a special set of documents that are attached to the application for certification. These, in addition to the application itself, include:

  • charter of the organization or other statutory documents confirming the competence of its functioning, including the competence to perform various types of welding work;
  • technological maps under development , which justify the implementation of specific welding activities (approval of the technological map occurs only after receiving a certificate of certification of the technology itself);
  • documents and certificates confirming the quality of the tools and equipment used when carrying out welding work;
  • documents on certification of employees carrying out work using a specific technology;
  • an agreement with an organization that monitors the quality of work performed by such an organization.

Certificate of certification

A technology certification certificate is a document that is issued to an organization if the technology it uses meets all the requirements for it.

A certificate is a special document, the validity of which cannot be less than four years. It confirms the fact that the enterprise meets all the requirements and standards for a specific type of welding work in their technological terms.

In addition, it is the technology certification certificate that is a document that can confirm the fact that only qualified personnel who are authorized to carry out work on a specific technology work at the enterprise.

Certification of welding technology NAKS

For any organization carrying out welding work, the scope of which includes the production, installation, repair, reconstruction of buildings, structures and technical devices intended for use in complex and life-threatening facilities, there is a requirement to undergo welding technology certification at the NAKS certification center and receive relevant certificate.

Certification of welding technology is a procedure for monitoring the compliance of the applicant organization with everything necessary to perform welding and surfacing work: technical means, organizational capabilities, qualified personnel, as well as the welding techniques and methods performed, fully comply with the regulatory and technical documentation.

Certification of welding production is carried out in accordance with RD 03-615-03 Resolution of the Gosgortekhnadzor of Russia dated June 19, 2003 N 103 “On approval of the Procedure for the use of welding technologies in the manufacture, installation, repair and reconstruction of technical devices for hazardous production facilities.”

If the welding technology certification is completed successfully, the organization receives a certificate confirming the possibility of using specific technologies for construction welding work. The presence of such a certificate may be necessary to receive certain orders, as well as for the delivery of specific objects. In addition, this document allows you to save on the involvement of third parties and carry out the necessary work yourself.

Certification of welding production by NAKS can be primary, periodic and extraordinary , it all depends on whether your organization has just started its activities or has been providing installation, production, and repair services for structures, devices and technical equipment using welding for a long time. It could be:

— primary certification of welding production will be required if this technology has not been used at the enterprise before, as well as if adjustments have been made to the technology already in use.

— periodic certification of welding technology implies the implementation of planned measures to control production operations. Must be performed every 4 years. If there has been a one-year break in the application of a particular technology, then periodic verification is also necessary.

— extraordinary certification of welding technology is control measures carried out at the request of the relevant organization, most often Gostekhnadzor. The need for such verification is due to detected technology violations. Those. if the head of the technical control service notices a deterioration in the quality of welding work, then on this basis Rostechnadzor has the right to demand an extraordinary certification of welding production.

After checking the welding technology is completed, the organization receives a document confirming compliance with all requirements and standards for performing a certain type of work in a technological plan. The validity period of this document is 4 years. In addition, the certificate confirms the qualifications of the personnel and the availability of permission to carry out work using the technology being tested.

Your company is ready for welding technology certification if:

1. You already have a welding specialist (level 3) and a welder certified by NAKS (the certification must correspond to welding technology).

2. You have a laboratory for NDT and RK, which have also already been certified.

3. All documents on the technology of surfacing and welding, developed and signed by a specialist of at least the third level of NAKS, are available.

4. All certificates and certificates (NAKS) for the materials and equipment used for welding are available.
