GOST R 50787-95

The machine and all its individual elements must be stable. The design must not allow the machine and its components to unintentionally tip over, fall, or move.

The structure must be stable.

All corners must have sufficient strength to withstand operational loads and loads arising during transportation.
The design must prevent the occurrence of potentially hazardous situations in production due to corrosion or metal fatigue.

Reference: metal fatigue is the formation of microcracks in it during repeated deformations. Fatigue leads to a sharp drop in the mechanical strength of the structure.

Potentially hazardous corners, protrusions and burrs are strictly prohibited.

GOST 980-80

Most of the text of the document is devoted to standardized sizes of saw blades.

Other characteristics receive relatively little attention:

Saws must be made from 9HF (tool) steel in accordance with the requirements of GOST 5950 or from other grades that are not inferior to 9HF in mechanical strength and wear resistance.

The quality of tool steel allows us to produce discs of any size from it.

Cracks, tarnish, crumbled fragments and other defects are strictly prohibited. This is a completely reasonable requirement: the wood cutting disc for a circular saw rotates at a speed of up to 9000 rpm; the scattering of its fragments upon destruction will be... let's say, of little benefit to the health of others.
The edges of the hole in the middle of the disk are blunted.
For disc diameters up to 500 mm, surface oxidation is possible.

GOST 18479-73

Many of the requirements of this GOST are close to or coincide with the above:

The steel grades used are 9ХФ and 9Х5ВФ.
Defects of any type on the surface of the disc are unacceptable.
The tolerance for radial runout of the tooth tips is no more than 0.3 mm.

Help: runout and associated eccentricity not only have a destructive effect on the disk itself, but also sharply reduce the life of the shaft and bearings.
